A partial rewire replaces one or more circuits or sections of wiring while sound parts of the installation remain. It is often suitable for a kitchen renovation, extension, damaged circuit or clearly separated older section of a property.
The retained wiring must be assessed because new work cannot be planned in isolation from the consumer unit, earthing, bonding and protective measures. Clear circuit identification is also important so future owners understand what was and was not renewed.

Partial Rewiring questions
Is partial rewiring always cheaper?

Yes, if the retained circuits are suitable and the protective arrangement supports both.
Will the whole installation be certified?
Certification covers the new work. An EICR is the document used to report on the condition of the wider existing installation.
